What Does a Curaçao Licence Mean?
Curaçao is a Caribbean island (formerly part of the Netherlands Antilles) and has been an online gambling licensing hub since 1996. The regulator is the Curaçao Gaming Control Board (GCB), which took over full licensing responsibility in December 2023 under the new Landsverordening op de Kansspelen (LOK) framework. Under LOK, every casino licence is now issued directly by the GCB in the format OGL/YYYY/NNNN/NNNN — replacing the older sub-licence model.
Application requirements under LOK include disclosure of ownership and source of funds, appointment of a local key person, technical certification of games, AML/CFT compliance, segregated player funds, and a formal complaints procedure. The GCB has statutory powers to fine, suspend or revoke licences, and publishes a live register of licensees.
For players, a modern GCB-issued Curaçao licence provides a baseline of regulatory oversight — game fairness testing, AML compliance, and a formal complaint channel. It does not provide UK-specific protections such as GAMSTOP, the 10x wagering cap or mandatory affordability checks that UKGC licensees must apply. Older 8048/JAZ sub-licences remain valid during a transition period but new licences are issued directly by the GCB.
How to Verify a Curaçao Licence
Modern Curaçao licences are verifiable through the Gaming Control Board's public register. To check a casino's licence: (1) note the licence number displayed in the footer (format OGL/YYYY/NNNN/NNNN for new licences, or 8048/JAZ for legacy master-licence sublicensees), (2) visit the GCB's official register at gamingcontrolcuracao.org/licensees, (3) search by the operator's registered company name or licence number, (4) confirm the licence status is "Active" and covers casino games, and (5) check that the URL and brand you are using are listed as authorised domains under that licence. Older 8048/JAZ sublicensees should list a valid master-licence holder — cross-check that master licence is itself active.
How Curaçao Compares to Other Jurisdictions
Compared to UKGC and MGA, Curaçao has historically applied lighter oversight and less rigorous financial and responsible-gambling requirements. The 2023 LOK reforms have raised the baseline — segregated funds, direct GCB oversight, formal complaint procedures — but enforcement is still less developed than UK or EU regulators. Compared to newer jurisdictions like Anjouan, Curaçao has a much longer track record and a larger, more established licensee base. Compared to Kahnawake, Curaçao is significantly larger in operator numbers but generally comparable in the depth of player protection offered.
